TikTok in Singapore: big reach, rising scams
TikTok reaches about 3.8 million adults in Singapore, around three in four people aged 18 and over, who spend an average of 1 hour 39 minutes a day on it (DataReportal Digital 2026 and 2025). The Singapore Police Force reported that scam cases involving TikTok rose by 37.8% in 2025.
TikTok is designated under IMDA’s Code of Practice for Online Safety and has been under enhanced supervision with X since March 2026. It is also one of six prescribed platforms under the Online Safety (Relief and Accountability) Act 2025, so it must act on an online harm notice about intimate images within 24 hours (6 hours where intimate parts are exposed) and on other harms within 48 hours.
TikTok content we deal with
- Public-shaming clips filmed on the MRT, at a hawker centre or at work, captioned with your name or employer, often reposted from Stomp or Reddit.
- Stitches and duets that reuse your video to mock or pile on.
- Scam and impersonation accounts using your face for giveaways or “investment coaching”.
- Leaked or AI-altered intimate images used as teasers linking to Telegram or adult sites: leaked video removal.

How TikTok reports work, and why they get refused
Shaming-video reports are often refused when the reporter picks a generic reason and does not explain how the person is identifiable. A specific Community Guidelines section and a short identification note make the difference.
- In-app report. On a video: press and hold or tap Share, then Report, and choose the reason. On a profile: menu, then Report account; impersonation has its own reason.
- Web form without the app. TikTok’s online feedback form accepts reports of potential violations, including an account impersonating you; TikTok may ask for ID to confirm it is you.
- Intimate images. TikTok bans nudity and is a StopNCII.org partner, so an image hashed there can be blocked before it is posted.
- Appeal and re-filing. If TikTok keeps a reported video up, we resubmit with the exact guideline, timestamps within the clip, and how you are identified (face, uniform, car plate, comments).
Menu wording changes between app versions; we file through whichever route is current.
Online Safety Commission first, NetClearer for the rest
Report harassment or stalking to TikTok first and keep the confirmation: if TikTok gives no adequate response within 24 hours, the Online Safety Commission (OSC) can step in with that proof. For intimate images and doxxing, go to report.osc.gov.sg directly. Frequently asked questions
The video does not show my name. Can TikTok still remove it?
Yes, if it breaks a guideline such as harassment, privacy or nudity. Being identifiable from your face, uniform, car plate or the comments is often enough. We explain to TikTok exactly how you are identified and why the video harms you.
The creator says filming in public is legal. Does that stop removal?
Not necessarily. TikTok applies its own rules on bullying and harassment of private individuals, wherever the video was shot. Singapore law also applies: POHA s 4 covers words or behaviour causing harassment, alarm or distress, with no intent required. We frame each report around the effect on you, not the location.
A scam account keeps using my face in ads. What can be done?
Each account is reported for impersonation, and we keep a record linking them so TikTok sees the pattern. If you run a business, a trademark complaint can help. Monitoring catches new accounts early, which limits how many people are scammed in your name.
Will the creator know it was me who reported?
TikTok does not tell creators who reported content under its Community Guidelines. Intellectual-property complaints can work differently, so we use them only with your agreement. We never contact your employer, school or family about the case.
