Why Facebook is where most Singaporeans meet online harm

Facebook is used monthly by about 71.9% of the population (Digital 2025 Singapore). In the government’s 2025 survey, 57% of residents who met online harm met it on Facebook, ahead of YouTube and Instagram, and platforms often took five days or more to act on a report (MDDI, October 2025).

That has changed on paper. Facebook is designated under IMDA’s Code of Practice for Online Safety (in force since 18 July 2023) and is one of six prescribed platforms under the Online Safety (Relief and Accountability) Act 2025. It must now act on an online harm notice about intimate images within 24 hours, or 6 hours where intimate parts are exposed, and on other harms such as doxxing within 48 hours. A notice that names the harm precisely is what starts that clock.

What we take down from Facebook

  • Naming-and-shaming posts in neighbourhood, buy-and-sell or “exposed” groups that accuse you, show your face or ask members to find you.

How Meta reports work, and why many fail

Meta judges each report against its Community Standards. The usual reasons a valid Singapore report is closed: the wrong reason was chosen (harassment instead of privacy), the report points to a group instead of the exact post URL, or nothing shows the person in the post is you. We fix all three before filing.

  1. Exact URLs. We capture the permalink of each post, comment or photo, plus dated screenshots, because a group link alone rarely leads anywhere.
  2. The matching policy. Impostor profiles are reported as “pretending to be me or someone I know”; posts with your address or NRIC under privacy; intimate images under non-consensual intimate imagery, with StopNCII.org hashing on your own device so copies are blocked without anyone seeing the image.
  3. Impostor form for non-users. If you have no Facebook account or are locked out, Meta’s form needs the fake profile URL and a photo of your ID, which you upload directly.
  4. Escalation. Refused reports are re-filed with a clearer policy argument, and group admins are asked to delete the post.

The Online Safety Commission and what we add

For intimate images and doxxing you can report straight to the Online Safety Commission (OSC) at report.osc.gov.sg, free. For harassment and stalking, report to Facebook first and keep proof; the OSC steps in if there is no adequate response within 24 hours. Citizens, PRs and valid pass holders, including Work Permit and Dependant’s Pass holders, are eligible. The OSC can direct the poster, the group administrator or Meta itself, and reported resolving over 90% of eligible reports in its first two months. Use it if you qualify.

Frequently asked questions

Will the person who posted it find out I reported them?

Meta does not tell the poster who reported a profile or post under its Community Standards. Intellectual-property claims are different, as the rights holder’s name may be shared, so we warn you before using any route that reveals your identity. The OSC also states it will not share your identity with the person reported unless necessary to act or required by law.

The post is in a private Facebook group. Can it still be removed?

Often, yes. Group posts remain subject to Meta’s rules and any member can report them. If you are not a member, a dated screenshot showing the post, the group name and the poster helps. Admins can be asked to delete it, and for phase-1 harms the OSC can direct a group administrator.

Is it worth paying when the OSC is free?

If your case is intimate images or doxxing and you hold an NRIC or valid pass, start with the OSC. People hire us when the content has spread to other sites or Google, when the harm is impersonation or a business matter, when they are not eligible, or when they want someone else to handle every step.

Someone made a Facebook profile with my photos to ask my friends for money. What first?

Warn your contacts not to transfer anything, then report the profile as an impostor. If money was lost, lodge a police report online and call the ScamShield Helpline on 1799. We can take over the impostor reports, including copies on Instagram, and watch for new accounts reusing your pictures.
