Remove photos, videos and personal details from Telegram

Telegram’s place in Singapore leak cases
Many Singapore leaks start on Telegram. The “SG Nasi Lemak” group had more than 40,000 members in 2019; one administrator was jailed for 9 weeks and fined S$26,000. The press has since reported a channel of about 8,700 members sharing sex videos filmed in HDB flats (2023) and one of over 12,000 subscribers circulating images of local women and schoolgirls (2024). In a 2025 government survey, 22% of residents who met harmful content online had seen it on Telegram.
These channels close and reopen under new names, and their content feeds tube sites, Reddit and X. Telegram alone is rarely the whole job.

How we handle a Telegram case
- Collect the exact links. Each message has its own address (t.me/channel/1234). A report naming only the channel is often closed without action. If you only know the channel name and it is public, we find the posts.
- Report message by message, for non-consensual intimate content or private information, and the channel as a whole when it exists to share such material.
- Follow the copies. We search tube sites, leak websites, Reddit and X for the same images and add them with your approval.
- Clean up search. Public channels have web previews that Google can index. We request removal of those results and of copies elsewhere.
- Keep watching. With 20 links or more, or a monthly plan, we check for the content reappearing in new channels.
The OSC is particularly useful on Telegram
Telegram is not among the platforms prescribed with 24-hour notice duties (those are Facebook, Instagram, YouTube, X, TikTok and HardwareZone). The Online Safety Commission can still give directions to the channel administrator, the poster and Telegram itself, inside or outside Singapore, and failing to comply is an offence. Intimate image abuse and doxxing go to it directly at report.osc.gov.sg.
Citizens, PRs and valid pass holders, including Work Permit, S Pass, EP and Dependant’s Pass, can report, with an NRIC or pass; anonymous reports are not accepted. If a foreign service ignores a direction, the remedy is blocking in Singapore, which leaves copies reachable abroad. We handle copies outside Telegram, search results, reappearing channels, and cases the OSC cannot take.
Doxxing channels
Some Singapore channels exist to expose people: names, partial NRIC numbers, HDB block and unit, workplace or phone number, posted to invite harassment. Publishing identity information to cause harassment, alarm, distress or humiliation is an offence under POHA s 3(1)(c), and under s 5(1A) where it is meant to cause fear of violence. Frequently asked questions
Does Telegram really remove content?
For public channels and groups, Telegram acts on abuse reports and can close channels built around non-consensual content. It is slower and less predictable than the prescribed platforms, which is why we follow up on each message link and work on copies outside Telegram.
Will the channel admin find out who reported?
Abuse reports do not reveal who filed them, and we never contact the administrator. If you also report to the OSC, it does not share your identity with the person reported unless that is necessary to act or required by law.
The channel was deleted. Am I safe now?
Not always. Members may have saved the files, and similar channels often reappear under new names. Keep your list of links and dated screenshots, check Google for your name, and consider a pack with monitoring if the content spread widely.
I am in a private group where my photos were shared. What can be done?
Telegram does not process requests about private groups, so save the message links and dated screenshots, then report to the OSC, which can direct the administrator, and to the police. We handle any copies that leak to public channels, websites or Google.
