Remove Telegram channels and leaked content

Telegram’s role in Hong Kong leaks

Telegram channels can be joined by anyone with the link, hold thousands of members and keep files for years, which makes them a favourite tool for leak sharing. In August 2025 Hong Kong Police arrested 10 people linked to a group of about 9,000 members that had shared some 15,000 upskirt and leaked images over three years, sold “VIP” access, earned about US$512,000 and involved around 200 student victims (press reports of 21 August 2025).

Telegram is also used for doxxing channels that collect people’s personal details. By the end of 2025, the PCPD reported that 250 channels had been removed under its doxxing powers since October 2021 (PCPD, 3 February 2026).

What Telegram will and will not review

Telegram processes reports about public content: public channels, public groups, stickers and bots. Messages can be reported from the app, and links to public content can be sent to abuse@telegram.org. Telegram states in its FAQ that private chats and private groups are not processed, so a leak shared only inside a private group usually cannot be removed through Telegram itself. A report works best when it lists the exact message links (t.me/channel/1234), not just the channel name.

  • Public channel posts with intimate images or videos: reported message by message.
  • Doxxing channels posting your HKID number, flat address, mobile number or family photos.
  • Invite links to private groups, which we cannot open but which often lead to public mirrors we can report.

Hong Kong routes that reach Telegram

Doxxing. The PCPD can serve cessation notices on platforms outside Hong Kong under Part 9A of the Personal Data (Privacy) Ordinance. We prepare and file the free complaint (Form OPS004) with your written authorisation; you stay the complainant and witness, and the PCPD decides.

Intimate images. Publishing or threatening to publish an intimate image without consent, edited images included, is an offence under section 159AAE of the Crimes Ordinance (up to 5 years). The police report is made by you, at a station or through the e-Report Centre; we prepare the timeline and the list of links. RainLily’s free Take-Down Assistance (hotline 2375 5322) also reports such content to platforms, Telegram included.

Safety first

Never send us the images: links are enough. If a minor is involved, call 999 or go to a police station first. Do not join a channel or pay anyone to delete a file: payment does not remove copies and often brings new demands. We never contact the channel owner, and we do not handle political or national-security content.

Frequently asked questions

The channel is private. Can anything be done?

Telegram does not process reports about private groups. What can be done is to watch the places where private-group files usually end up: public channels, adult sites, forums and Google. A police report also matters, because the police can investigate private groups when an offence is involved.

Does Telegram answer reports from Hong Kong?

Telegram rarely replies in writing, so we check each reported message link afterwards to see whether it is still online, and re-report or escalate through the PCPD where the content is doxxing. You receive a written list of which links were removed and which remain.

How are links counted for a Telegram channel?

Each message link counts as one link, and a channel with several posts about you is several links. A leak usually spreads, so most clients choose the 10-link package at HK$1,753 to cover the channel and its first copies elsewhere.

Will the people in the channel find out?

Telegram does not tell channel owners who reported them. We never post in the channel, never message the owner and never ask you to. If you make a police report, the police handle any contact with suspects, not us.
