  • Never send us the images: links are enough. If a minor is involved, call 999 or go to a police station first.
  • Save the source photo if you recognise it: a deepfake is often built from a public Instagram or LinkedIn picture, and showing the original makes the request stronger.
  • Record each page: address, date, account name and the caption used.
  • Do not argue in the comments that the image is fake: it draws more views. A platform request does the work quietly.

Deepfakes in Hong Kong: the case everyone remembers

In 2025 a University of Hong Kong law student was found to hold more than 700 images, including AI-generated pornographic images of about 20 women he knew. The images were discovered in February and the case became public in July; the PCPD opened a criminal investigation under the privacy law (CBS News and FMT, 15 July 2025). The case showed how easily ordinary photos of classmates or colleagues can be turned into sexual material.

Requests to RainLily about deepfakes rose from 7 to 8 to 11 a year between 2022 and 2025. The numbers are small, but the tools are now free and fast, and most victims never find out until someone sends them a link.

What the law covers, and what it does not yet

Publishing or threatening to publish an intimate image without consent is an offence under s.159AAE of the Crimes Ordinance, and the definition includes altered images. A deepfake that is posted, or used as a threat, is therefore covered, with up to 5 years’ imprisonment.

Creating a deepfake without publishing it is not a criminal offence in Hong Kong at the time of writing. The Policy Address of 16 September 2026 announced a study of deepfake legislation, and a reform of sexual offences is expected before LegCo. Until then, removal relies on platform rules and on Google’s own policies, which already treat synthetic sexual images as non-consensual content.

Our method

  1. Assessment: you send the links; we confirm which rule applies on each site and send a fixed quotation in writing.
  2. Reports at the source, filed within 48 hours of payment, stating that the image is synthetic and that the person shown did not consent.
  3. Google requests for every page and image result, using the synthetic-image route.
  4. Follow-up and re-checks: deepfakes are cheap to regenerate, so we search again for new versions with the same face and caption.

When the deepfake is used to blackmail you

Some blackmailers no longer need a real recording: they send a fake and threaten to share it. In Hong Kong the threat is an offence even if the image is invented. What we cannot do

  • Delete images held privately on someone’s device or in an AI app’s account.
  • Identify the person who made them: that is for the police, and the report is made by you.
  • Handle face-swap content about public figures, political content or satire: we do not take such requests.

Frequently asked questions

Everyone can see it is fake. Is it still worth removing?

Yes. Platforms and Google remove synthetic sexual images because of the harm to the person shown, not because viewers believe them. Left online, they attach to your name in search results and can be reused for blackmail. Removal requests do not require you to prove anything about the original photo.

Can I report it to the police if it was only made, not posted?

You can always ask the police for advice, and making the images may involve other offences, such as misuse of personal data, as in the HKU case investigated by the PCPD. Creation alone is not yet a specific offence under the Crimes Ordinance. Publication or a threat to publish is.

The deepfake was shared in a Telegram group. What then?

If the group is public, we report the messages and the channel to Telegram with the t.me links. Closed groups are not processed by Telegram. We then focus on anything that leaves the group: tube-site copies, forum posts and Google results.
