Remove intimate images shared without your consent in Hong Kong

Before anything else
- Never send us the images: links are enough. A list of URLs and the date you found each one is all we need.
- If a minor is involved, call 999 or go to a police station first. We help with the online side afterwards.
- Keep a record of every page: the address, a screenshot with the date and time, and the account name that posted it.
- Do not message the person who posted it and do not pay anyone who offers to “delete” it for money.
- Talk to someone you trust. RainLily’s hotline (2375 5322) supports people of any gender after image-based abuse.
What the Hong Kong figures show
Police recorded 116 cases of publishing or threatening to publish intimate images without consent in 2025, and between 94 and 146 a year from 2021 to 2025. Convictions stayed between 2 and 14 a year (Government reply to LegCo question 18, 17 June 2026). A prosecution can take months; the files often stay online throughout.
Where do the files end up? Of the items handled by RainLily’s takedown service in 2021–23, 42% were on pornographic sites, about a quarter on social media and 22.7% in search engines (RainLily report, 8 August 2023). Removing a post at the source is only half of the work if Google still shows a thumbnail or a cached title with your name.

Several free routes exist and they work. We name them first, because some people will not need us at all.

Hong Kong law in plain words
Since 8 October 2021, section 159AAE of the Crimes Ordinance makes it an offence to publish, or threaten to publish, an intimate image of someone without consent, with up to 5 years’ imprisonment. Altered images, such as AI-made nudes, count as intimate images. The same Part covers voyeurism and upskirt recording.
The Ordinance also allows a court to order a file removed, but only on the prosecution’s application, during criminal proceedings. Victims cannot apply themselves, and no such order had been sought by August 2025 (HK01, 23 August 2025). In practice, removal still runs through platform rules and Google’s own policies.

Frequently asked questions
Do I have to go to the police before you start?
No. Reporting is your choice, unless a minor is involved: then call 999 or go to a police station first. Many clients ask us to start the takedowns at once and decide on a report later. We keep a dated record of every link so the evidence is not lost while you decide.
Why use NetClearer if RainLily is free?
RainLily is a good service and we recommend it. Clients come to us when they want one team to cover adult sites, Telegram, forums and Google together, when copies keep returning, or when the case falls outside an NGO’s focus. Some people use both; we coordinate so nothing is filed twice.
Can you remove a file from a private Telegram group or chat?
Telegram does not process reports about private chats and closed groups. We can act on public channels and on anything that leaves the group: a public post, a tube-site copy or a Google result. If the person who shared it is known to you, a police report is the route for the private copies.
Will the person who posted it know I asked?
Platforms generally do not tell an uploader who reported a file, and our requests are filed by NetClearer. Some sites forward copyright complaints to the uploader, so for those we use privacy or non-consent forms instead. We tell you in the assessment if any route might reveal your name.
What if a site refuses or does not answer?
We try the next lever: the hosting company, the site’s other forms, and Google de-indexing so the page stops appearing in searches. We report every refusal in writing. Nothing is promised in advance: the platform or Google decides, and we tell you honestly where a link stands.
