Why a Hong Kong forum thread is hard to ignore

Hong Kong’s forums are large, anonymous and well indexed. LIHKG is the ninth most visited site in the territory (Similarweb, August 2026), with about 24.8 million visits in September 2025. Discuss.com.hk drew around 14.6 million visits in December 2025, and Baby-Kingdom, where parents compare schools, tutors and clinics, around 3.7 million (Semrush). HKGolden has shrunk but its old threads still rank.

Typical threads we see: a colleague’s workplace gossip that names a manager, a breakup story with the other person’s photo and employer, a parent accusing a tutor or a kindergarten teacher, a customer calling a shop a scam, and the classic 起底 thread where users piece together someone’s address and office. Once quoted in a second thread or shared on Telegram, the post spreads well beyond the original board.

The Fevaworks principle: forums must act once notified

In *Oriental Press Group v Fevaworks Solutions* (Court of Final Appeal, 4 July 2013), the operator of HK Golden Forum was treated as a subordinate publisher of its users’ posts. It could rely on the defence of innocent dissemination until it was notified, and it escaped liability because it removed the posts promptly after being alerted.

The consequence is useful for anyone named in a Hong Kong forum thread. A precise notice, giving the URL, quoting the words and explaining why they are false or unlawful, changes the forum host’s position: if it leaves the post up for more than a reasonable time, it takes on risk. A vague complaint through a report button does not do the same job.

That is why our notices are factual and specific. We write in NetClearer’s name as your agent. We never threaten litigation and never send letters that look like a solicitor’s letter: if you want to sue, a Hong Kong solicitor handles that.

What we do on each forum

  • LIHKG: report the thread or reply through the forum’s own tools, then send a written notice to the operator through its published contact route. Doxxing threads also go to the PCPD (see below). Our LIHKG guide covers the forum in detail.
  • Discuss.com.hk: report to the board moderators and the site operator, quoting the post number and the rule broken.
  • Baby-Kingdom: report to the moderators, especially for posts naming children, teachers or private individuals with identifying details.
  • HKGolden: older threads, often still indexed; a notice to the operator and a Google request once the post is gone.
  • Copies: screenshots reposted on Facebook pages, Threads or Telegram channels, reported to each platform.

When the thread is doxxing

If a post discloses your personal data, such as your HKID number, your flat (block, floor and unit), your mobile number or your children’s school, with the intent or recklessness to cause harassment, threats or psychological harm, it may be a doxxing offence under the Personal Data (Privacy) Ordinance (section 64). The Privacy Commissioner can serve a cessation notice on the forum, including one based outside Hong Kong.

Complaining to the PCPD is free (doxxing hotline 3423 6666, Form OPS004). With your written authorisation, we prepare and file that complaint for you and report the post to the forum in parallel. How we work on a forum post

  1. Free written assessment. Send the links through the contact form. We check each post against the forum’s rules, *Fevaworks*-type notice and the doxxing route.
  2. Evidence. We capture the thread with date and time, the post numbers, the quoted replies and the user IDs.
  3. Notice and reports. We report through the forum tools and send the written notice the same week. Work starts within 48 hours.
  4. Google. Once the post is removed or edited, we ask Google to refresh or drop the result.
  5. Re-check. We look for reposts of the same thread and report them.

Honest limits

  • Opinion and genuine criticism of a business, honestly expressed, usually stays. We say so in the assessment.
  • We refuse political threads, protest-era content and posts about officials, police or judges. We do not handle political, national-security or public-interest content.
  • Identifying an anonymous poster requires a court order (a Norwich Pharmacal application). That is a matter for a Hong Kong solicitor, not for us.

Frequently asked questions

Can I delete a LIHKG post someone else wrote about me?

Not yourself. Only the forum operator can remove another user’s post. You can use the report function, but a short report with no context is easy to overlook. A written notice that quotes the words and explains why they breach the rules or the law is more likely to be acted on.

Will the poster know I complained?

Notices go to the forum operator, not to the poster, and we never reply in the thread or contact the user. A forum may tell the user that a post was removed for a rule breach. If the thread is doxxing, the PCPD handles the poster; we do not.

Is the forum legally obliged to remove the post?

There is no takedown deadline in Hong Kong law. Since *Fevaworks*, however, a forum host that is properly notified of a defamatory post and leaves it up for an unreasonable time can lose its innocent dissemination defence. That gives a precise notice real weight, though the forum still decides.

The thread is old and locked. Is it worth trying?

Yes. Old threads on HKGolden or Discuss.com.hk often rank for a name for years. Operators can still remove or hide them, and once they do, Google can drop the result. We check whether the page is still live and indexed before quoting you.
