Who exposes personal details in Hong Kong, and why

The PCPD received 4,228 complaints in 2025, 23% more than in 2024. In doxxing cases, the main motive was a money dispute (45.2%), followed by family or relationship conflicts (24.4%); two thirds of disclosures were made on social media and messaging apps, one third on leaflets and banners (PCPD, 3 February 2026).

In other words, most cases are not about public figures. They start with an unpaid bill, a business falling out, a separation or a quarrel with a neighbour, and end with a Facebook post, a LIHKG thread or a Telegram channel listing where you live.

Hong Kong law, without the myths

Hong Kong has no right to be forgotten. The Administrative Appeals Board found no such right under Hong Kong law and held that the Personal Data (Privacy) Ordinance does not reach Google LLC (AAB No. 15/2019, 7 August 2020). Google removes results under its own policies, which already cover identity numbers, contact details and doxxing.

The strongest legal tool is Part 9A of the PDPO, in force since 8 October 2021: disclosing someone’s personal data without consent, with intent or recklessness to cause harm such as harassment or psychological harm, is an offence, up to HK$1,000,000 and 5 years’ imprisonment in the most serious cases. The PCPD can order removal through cessation notices. The PDPO also lets you ask a Hong Kong data user to correct inaccurate data.

What we cannot do

  • Change public registers, such as land or company records. We can point you to the protections they offer.
  • Remove posters, banners or flyers on walls and lamp posts: report those to the police or the PCPD.
  • Identify an anonymous poster. Platforms disclose account data only to the police or under a court order.
  • Act on political, national-security or public-interest content, in either direction.

Frequently asked questions

Is my case doxxing or just a privacy problem?

It is doxxing in the PDPO sense when someone discloses your data without consent intending, or not caring whether, it leads to harassment, threats, psychological harm or fear for your safety. An outdated directory listing is a privacy problem, not doxxing. Our assessment tells you which route fits each link.

Can you file the PCPD complaint for me?

Yes. Form OPS004 allows a complaint to be handled by an authorised party. We prepare it with the links and evidence, you sign the written authorisation, and we file it. You remain the complainant and must agree to be a witness. The PCPD decides whether to act.

Why not go to the PCPD alone?

You can, free of charge, and for a single clear doxxing post it may be enough. Clients use us when there are many links, when the content is not doxxing but still harmful, when Google results remain, or when they would rather not handle the paperwork and the follow-up themselves.

Do you need a copy of my HKID?

Not for platform or Google requests filed by us. The PCPD asks complainants for a copy of their identity document, which you can send to the PCPD directly or through us with the complaint. We never publish or keep it beyond the case.

How long does removal take?
