Fake accounts we see in Hong Kong
- Instagram impersonation: an account copying a woman’s photos to harass her contacts or to post sexualised captions. “ig 假帳號 騷擾” is a frequent search in Hong Kong.
- Cloned shop pages: a Facebook or Instagram page using a bakery’s, a florist’s or a beauty salon’s name and photos to take payments for orders that never arrive.
- Scam profiles on Carousell or Facebook groups using a real seller’s identity to make buyers trust them.
- Executive impersonation on LinkedIn: a fake director or HR manager contacting staff, candidates or suppliers.
- Dating profiles built from someone else’s photos and used for romance scams or naked chat blackmail.
- Revenge accounts set up after a breakup or a workplace dispute to post about the victim.
Scale of the problem
E-shopping fraud was the most common fraud type reported to the Hong Kong Police in 2025, with 12,505 cases, and many start with a fake shop page or a stolen seller identity. The Government told LegCo that police had asked platforms to remove more than 116,000 scam pages and accounts in 2025 (LCQ, 3 June 2026). Those removals concern fraud reported to the police. An account impersonating a private person usually has to be reported to the platform by the person concerned or their representative.
Why reports work or are ignored
Hong Kong has no specific impersonation statute for social media, so removal runs on platform policy. Every major platform bans impersonation, but each wants proof that you are the person or business being copied, and most automated checks reject reports without it.
The reports that succeed share the same features: the correct form (Meta’s impersonation form can be used even without an account), proof of identity or of business ownership, the exact profile URL rather than a display name, and a clear comparison between the real and the fake account. Reports sent by many friends clicking “report” at once rarely help; one precise report does.
Platform guides for fake accounts
Each platform has its own impersonation route and proof requirements: Facebook, Instagram, LinkedIn, X and Tinder.
Police, the Anti-Scam Helpline and the PCPD
If the fake account is used to take money from your customers or friends, report it to the police (any station or the e-Report Centre) and call the Anti-Scam Helpline 18222, which runs 24 hours. If it publishes your personal data to harass you, such as your HKID number, address or mobile, it may be doxxing: the PCPD complaint is free, and with your written authorisation we prepare and file it for you (doxxing removal).
Police reports are made by you. We prepare a clear timeline and evidence pack to bring to the station, and we file the platform reports in parallel.
How we remove a fake account
- Free written assessment. Send the profile links through the contact form.
- Proof. You give us a copy of your ID with non-essential numbers masked, or your Business Registration Certificate for a shop. We never ask for your passwords.
- Reports. We file the impersonation report on each platform under your mandate, using our own accounts and the platform’s public forms. We never log into your accounts.
- Follow-up. We answer the platform’s requests for information and re-file when a first report is closed.
- Watch for clones. Fake accounts often come back under a slightly different handle. Larger packs include a re-check.
Honest limits
- Parody, fan and commentary accounts that are clearly labelled are usually allowed by platforms.
- We cannot identify who created a fake account; that needs the police or a court order through a Hong Kong solicitor.
- We do not handle accounts linked to political figures, officials or national-security matters.

Frequently asked questions
Can I report a fake Instagram account if I do not use Instagram?
Yes. Meta has an impersonation form that people without an account can use, with proof of identity. Many reports fail because the photo of the ID is unclear or the wrong form is used. We file through the right route, with a comparison between your real profile and the fake one.
The fake account is messaging my clients for payment. What first?
Warn your clients through your real channels, keep screenshots of the messages and the payment details, then report to the police and call 18222. Send us the profile links at the same time: we report the account to the platform immediately, which is a separate route from the police case.
Will the person behind the account know it was me?
Platforms do not normally tell the account holder who filed an impersonation report, although someone copying you may guess. We never contact the person, comment or message the account. Our reports go only to the platform.
What if the account is deleted and a new one appears?
It happens often. Keep the new handle and screenshots, and send them to us. With the 20-link pack, we monitor for re-uploads and re-report clones. Each new account counts as one link.
