Instagram and Threads in Hong Kong

Instagram reaches about 4.05 million people in Hong Kong, up 12.5% in a year, and Threads about 1.55 million (DataReportal, Digital 2026). Instagram is the fifth most visited website in Hong Kong and Threads the sixteenth (Similarweb, August 2026). Many small shops sell through Instagram, and Threads has become a place where personal disputes are told in public, sometimes with screenshots.

Hong Kong searches show the pressure: Google suggests “ig 假帳號 騷擾” (fake IG account harassment) and “ig 假帳號查詢” to people typing about fake accounts, and “threads 起底” to people searching about doxxing (Google Suggest, 3 October 2026).

Cases we report

  • Impersonation accounts built from your photos, used to follow your friends, ask for money or send messages in your name.

How Meta handles Instagram and Threads reports

Instagram posts, stories, comments and accounts can be reported from the three-dot menu. For impersonation, Instagram also has a web form open to people who have no account, and it may ask the person impersonated for a photo of an identity document; we tell you exactly what is requested and you send it to Meta yourself. A Threads profile is linked to an Instagram account, so a Threads post is reported from its own menu and an impersonating Threads profile is handled under Instagram’s rules.

For intimate images, StopNCII.org lets you create a fingerprint of the image on your device so that Instagram, Facebook and other partners can block it; only the hash is shared. Instagram also has a privacy report for photos of you posted without consent.

Doxxing on Instagram: the PCPD route

When an account publishes your personal data to harass or frighten you, it may be a doxxing offence under Part 9A of the Personal Data (Privacy) Ordinance. The PCPD accepts complaints free of charge (Form OPS004) and can serve a cessation notice on Meta, a platform based outside Hong Kong. We prepare and file the complaint with your written authorisation; you stay the complainant and witness, and the PCPD decides. Intimate images published or threatened without consent fall under section 159AAE of the Crimes Ordinance: a police report is made by the victim, and we prepare the facts and evidence pack.

We never log into your Instagram account, never message the person behind the fake account and never contact your family or employer. Never send us intimate images: links are enough. If a minor is involved, call 999 or go to a police station first. We do not handle political or public-interest content.

Frequently asked questions

The fake account is private. Can it still be reported?

Yes. Instagram can review a private account from its username, profile photo and bio, and impersonation reports do not require following it. Send us the username and a screenshot of the profile page; if friends received messages from it, their screenshots help.

Why did Instagram refuse my own report?

Reports made from the app are often reviewed quickly and refused when the evidence is thin. A report under the correct policy, with dated proof that the photos or shop are yours, gives the reviewer what it needs. We re-file with that evidence where the rules allow.

Someone keeps creating new fake accounts. Is each one a new link?

Yes, each account counts as one link. If accounts keep returning, the 20-link package at HK$3,074 includes monitoring for re-uploads, and the monthly plans from HK$696 cover new accounts as they appear. Each new report cites the earlier removals.

Can you tell me who runs the fake account?

No. Meta does not disclose account holders to private companies. The police can request this after a report, and a Hong Kong solicitor can advise on court disclosure orders. We concentrate on getting the accounts and their copies removed.
