Instagram harm in Singapore
Instagram reaches about 3.35 million people in Singapore, 57% of the population (DataReportal Digital 2026), and 41% of residents who met harmful content online in the 2025 MDDI survey saw it there. Clone accounts are the typical local case: a copy of a real profile messages its followers with “investment” or loan offers, and the victim’s friends lose money.
Instagram is designated under IMDA’s Code of Practice for Online Safety and is a prescribed platform under the Online Safety (Relief and Accountability) Act 2025. It must act on an online harm notice about intimate images within 24 hours (6 hours where intimate parts are exposed) and on doxxing and harassment within 48 hours.

Instagram’s reporting routes, and where they fail
Impersonation reports are often refused for one of three reasons: they come from a friend rather than the person copied, they report a single post instead of the account, or there is nothing linking the photos to you. We choose the route accordingly.
- In-app report from the profile: Report, then the option for an account pretending to be someone. Any user can flag it, but Instagram acts faster when the person impersonated files it.
- Non-user impersonation form. Without an Instagram account, you use the Help Center form: the fake username plus a photo of you holding government ID (NRIC, or your pass for pass holders). Only you or an authorised representative, such as a parent, can file it.
- Privacy and nudity reports for posts showing you without consent, with StopNCII.org hashing to block copies across Meta services without the image leaving your device.
- Second filing with stronger evidence: your older posts with dates, and screenshots of the messages the clone sent.
When to go to the Online Safety Commission
For intimate images and doxxing, report directly to the Online Safety Commission at report.osc.gov.sg, free. Harassment and stalking go to Instagram first; keep the confirmation, because the OSC asks for proof of that report and acts if Instagram gives no adequate response within 24 hours. Citizens, PRs and valid pass holders, from Work Permit to Student’s Pass, can report; anonymous reports are not accepted.
Impersonation is one of the harms the Act will cover only later, with no start date. A clone account therefore depends on Instagram’s own rules today, which is where careful reporting matters most. Sharing intimate images without consent, including deepfakes, is already an offence under Penal Code s 377BE; report it to the police as well.

Frequently asked questions
I do not have Instagram. Can the fake account still be removed?
Yes. Instagram’s form for people without an account needs the fake username and a photo of you holding government ID. We prepare the request and supporting evidence with you, and you upload the ID directly to Instagram, so it never passes through us.
The account is private. Can you still report it?
Yes. The display name, username and profile picture stay visible when posts are hidden, and that is usually enough to show impersonation. Dated screenshots of messages the account sent to your friends make the report much stronger, and they also serve as evidence for a police report.
Why does a new clone appear after each removal?
Scam networks reuse photo sets across many accounts. We report each new one quickly with the same evidence pack, point Instagram to the earlier removals, and watch for fresh copies with the monitoring packs. Limiting who can tag you and see your followers reduces what they can copy.
My friends lost money to the clone. What should they do?
They should lodge a police report online and call the ScamShield Helpline on 1799, keeping the chat and transfer records. Your own report to Instagram then shows the account is not yours. We handle the removal side; recovering money is a police matter.
