A thread with your address, a reposted intimate clip, an AI-edited image or a fake profile on X? X is not licensed under Malaysia’s Online Safety Act, so reports rely on X’s own policies. X is not licensed in Malaysia: what that means for you

Since 2025, social media and messaging services with eight million or more Malaysian users need a licence from MCMC, and the Online Safety Act 2025 places its duties on these licensed platforms. TikTok, Telegram and WeChat are licensed, and Facebook, Instagram, YouTube and WhatsApp are treated as registered from 1 January 2026. X is not: it maintains that it has fewer users than the threshold, and DataReportal’s Digital 2026 report puts its Malaysian ad reach at about 4.8 million.

For a person targeted on X, this has three practical effects.

  • No Malaysian deadline. The one-hour acknowledgement, 12-hour assessment and four-hour removal rules do not bind X. It answers when its own queue allows.
  • No platform penalties under the Act. The fines for platforms that ignore their duties do not reach X.
  • MCMC can still be told. Section 24 lets anyone report harmful content to MCMC, including on unlicensed services, and MCMC can act through other powers. It summoned X in January 2026 over sexualised images made with its Grok AI tool, which it treats under section 233 of the Communications and Multimedia Act.

The people who post remain fully exposed to Malaysian criminal law: the doxxing offence in Penal Code section 507E, the harassment offences in sections 507B to 507D, and CMA section 233 apply whatever the platform’s status.

What spreads on X in Malaysia

  • Repost accounts sharing intimate clips taken from Telegram groups or leak sites, with captions naming the person or their university.
  • Doxxing threads listing a person’s name, employer, IC number or home address after an online argument.
  • AI-edited sexual images of women made from ordinary photos.
  • Impersonation profiles using a public figure’s or an ordinary user’s photos to spread claims or scams.

How we remove content from X

  1. Free assessment. Send the post and profile links through the contact form or Messenger. We tell you which policy fits and the price before you pay.
  2. Evidence first. We capture posts, quote-posts and replies with dates, because accounts on X often delete and repost to avoid reports.
  3. Reports. We file under the strongest policy for each post, plus the MCMC complaint when the content fits the Act’s harmful categories. Police reports are made by you in person at a station; we prepare the facts and evidence pack.
  4. Google and Telegram copies. X posts are indexed by Google and often mirrored on Telegram and leak sites. We remove those copies too and follow each link until it is gone.

Frequently asked questions

Since X is not licensed, is it pointless to report?

No. X still enforces its own rules, and its policies on intimate images, private information and impersonation are clear. Reports simply have no Malaysian deadline. Well-documented reports in the right category get answers; we file them that way and follow up until X decides.

Can MCMC force X to remove a post?

MCMC can receive your complaint at aduan.mcmc.gov.my and contact X, as it did over Grok images in 2026, but the Act’s platform duties and fines do not apply to X. We file the MCMC complaint when it adds weight and rely mainly on X’s policies.

The account deletes and reposts. What can you do?

We keep dated captures of every version, report each new post, and use the earlier decisions and copyright reports as evidence. The 20 link pack and the monthly plans add monitoring, so new copies are found and reported without you having to search for them.

Do I need an X account?

No. X accepts impersonation reports from people without an account, and several private information and nudity reports can come from anyone. We file for you; when X needs confirmation from the person shown, we tell you exactly what to send and where.
